About the proposal

Ingenia Communities is planning a new residential community at 303–323 Blackhead Road, Hallidays Point.

The proposal would offer another housing choice for people aged 55 and over, alongside residential and rural lots. The current draft plan includes:

  • 180 homes within the proposed Ingenia Lifestyle community

  • 19 residential lots

  • 2 rural lifestyle lots.

The land lease community would have shared facilities and spaces for residents. Plans also include open space, landscaping, walking connections and new internal roads.

The proposal would be developed in stages. The residential lots and associated public roads and infrastructure would be developed separately from the Ingenia Lifestyle community.

How would the land lease community work?

In an Ingenia Lifestyle land lease community, residents own their home and lease the land it sits on. Residents pay a site fee that covers the land lease, use of the community facilities and maintenance of common areas. For more information, visit Ingenia Lifestyle’s frequently asked questions.

The plans are still taking shape

The project team is looking at traffic and access, bushfire safety, the natural environment, drainage, services and how the development would fit with its surroundings.

We’d like to hear your local knowledge, ideas and concerns. Your feedback will help the team develop the proposal before a Development Application is lodged with MidCoast Council.

WHAT IS PLANNED

Frequently asked questions

What is proposed?

Ingenia Communities is planning a new residential community at 303 and 323 Blackhead Road, Hallidays Point. The September 2026 draft subdivision plan includes: - 180 land lease community lots for people aged 55 and over - 19 residential lots - 2 rural lots. The proposal also includes shared facilities for land lease community residents, open space, landscaping, walking connections and internal roads. The design is still being developed.

What is a land lease community?

In a land lease community, residents own their home and lease the land it sits on. The community is professionally managed, with shared facilities and spaces for residents. The proposed Hallidays Point land lease community would provide long-term housing for people aged 55 and over.

Is this a retirement village or aged care facility?

The proposed land lease community is a different housing model. Residents would own their home and lease the land, rather than enter a retirement village arrangement. It is intended for people living independently. It is not proposed as a residential aged care facility.

What is the planning approval process?

Ingenia Communities intends to lodge a Development Application with MidCoast Council. Before the application is lodged, the project team will continue developing the design, completing technical studies and consulting with the community and key stakeholders. MidCoast Council will assess and determine the Development Application. Council will also undertake its own notification or public exhibition process after the application is lodged.

Has the development been approved?

No. The proposal has not been approved and a Development Application has not yet been lodged. The current consultation is taking place while the proposal is being developed. MidCoast Council will decide whether the proposed development should be approved and what conditions should apply.

Will the community have another opportunity to comment?

Yes. This early consultation provides an opportunity to comment before the Development Application is finalised. After the application is lodged, MidCoast Council will undertake its own notification or public exhibition process. The community will be able to review the submitted plans and reports and make a formal submission to Council.

Would all the homes be for people aged 55 and over?

The land lease community is intended for people aged 55 and over. The proposal also includes separate residential and rural lots outside the land lease community.

What facilities would be provided?

Shared facilities and spaces are planned for land lease community residents. Open space, landscaping and walking connections also form part of the proposal.

Has the development been approved?

No. Ingenia Communities is preparing the proposal and supporting studies before lodging a Development Application with MidCoast Council. Council will assess the application and decide whether it can proceed.

The design process will consider the character of Hallidays Point and Tallwoods Village, the site’s landform, views from surrounding roads and properties, building and lot layout and boundary landscaping. Visual assessment and landscape planning will help identify measures to reduce impacts, particularly along site boundaries and where the development may be visible from Blackhead Road or nearby properties.

How will local character and visual impacts be considered?

How will neighbouring properties be considered?

The design and technical studies will consider matters such as privacy, views, traffic, noise, lighting, drainage, vegetation, bushfire risk and construction impacts. Nearby landowners and residents can identify particular locations or concerns through the survey, information session, webinar, email or phone line.

When would construction start?

There is no confirmed construction date. Construction could only begin after the Development Application is assessed and approved and all relevant conditions and preconstruction requirements have been addressed. How would construction impacts be managed? If the proposal is approved, construction planning would need to address working hours, traffic, access, noise, dust, erosion and sediment control, site safety and communication with surrounding residents. Detailed controls would be developed before construction begins and would need to comply with the conditions of any approval.

Why is consultation happening now?

Yes. This early consultation provides an opportunity to comment before the Development Application is finalised. After the application is lodged, MidCoast Council will undertake its own notification or public exhibition process. The community will be able to review the submitted plans and reports and make a formal submission to Council.

How would the site be accessed?

The current concept includes new public roads connecting with Coastal View Drive and Lake View Way. The final access arrangements are still being investigated and will be informed by traffic, road design and bushfire studies.

How will traffic impacts be assessed?

A traffic assessment will consider the expected number and type of vehicle movements, the capacity and safety of surrounding roads and intersections and access to and from the site. The assessment will help identify any road design changes or other measures needed to manage traffic and road safety.

Will construction traffic be considered?

Yes. Construction traffic, site access, worker parking and the movement of equipment and materials will need to be considered. More detailed construction arrangements would be developed if the proposal is approved and before construction begins.

A specialist bushfire assessment will consider the site’s bushfire risk, access for residents and emergency services, evacuation requirements, asset protection zones and relevant planning standards. The findings will inform the site layout and any bushfire protection measures required as part of the Development Application.

How will bushfire risk be managed?

How will vegetation and wildlife be considered?

Ecological studies will identify vegetation, wildlife habitat and any threatened species or ecological communities that may be present. The findings will help determine which areas may be suitable for development, where vegetation should be retained and what measures may be required to avoid, minimise or manage environmental impacts.

Will Aboriginal cultural heritage be assessed?

Yes. Aboriginal cultural heritage will be assessed as part of the planning process. Engagement with relevant Aboriginal stakeholders will be undertaken in coordination with the heritage consultant and project team.

How will stormwater, drainage and flooding be managed?

Specialist studies will assess existing drainage conditions, the way water moves through the site and any potential flood risks. The proposed stormwater system will need to manage runoff from roads, homes and other developed areas and meet Council’s requirements. The findings will inform the site layout and drainage design.
